Collierville Youth Basketball Rules follow the National Federation of State
High School Associations Basketball Rules, except when as amended herein.
General
Rules and Regulations (All Leagues)
REVISED � November 12, 2002
-
Each participant must play one (1) full quarter in the first half and make
an appearance in the second half unless declared unable to play due to
sickness, injury or disciplinary reason pre-approved by the Collierville
Athletic Department. A coach may make a request to officials for players
missing or late for practices and games.
-
Game length shall consist of four (4) quarters, six (6) minutes in length,
with one (1) minute between quarters and five (5) minutes between halves;
one (1) minute for time-outs, four (4) timeouts used any time during
regulation play (B10/u and G10/u get an additional two (2) timeouts at
twenty (20) seconds).
Overtime:
Each team has 1 timeout for overtime play (no carryover of timeouts from
regulation play).
-B10/u and G10/u will
play 1 overtime period of two (2) minutes, if game is tied after overtime
period it
will be
recorded as a tie.
-All other age groups
will continue overtime play until a winner is decided.
-
Time allowed between games is five (5) minutes.
-
Free throws are one � plus - one on the seventh foul and thereafter.
-
Home team will sit to the left of the scorer�s table (facing the
basketball court). The Home Team shall warm up in the opposite court of
their bench in pre-game warm-up and in front of their bench during half
time warm-ups. The Home Team will wear white jerseys.
-
No team member may play in any other league or on any other team. If a
team member is found participating on another team in this league or any
other league, he/she will be suspended from league play for the remainder
of the season. This could cause the team he/she participates on to
forfeit all games for the remainder of the season if seen fit by the
Collierville Athletic Department. However, a team may participate in
other tournaments as long as schedule does not interfere with Collierville
Youth Basketball Schedule.

PLAYER WAITING LIST - A player waiting list is available for teams who
drop below the seven (7) -person roster limits. Then and only then may a
coach request to add an additional player to his roster from this waiting
list. No coach will be allowed to recruit and add any particular player
unless deemed appropriate and necessary by the Collierville Athletic
Department.

NO PRESS RULE � The defensive team must remain behind the three-point line
until the ball crosses half court. Once the ball crosses, the defense may
approach and guard the ball and other offensive players.
Boys 8/u, 10/u and Girls
8/u, 10/u � defensive team cannot double team on the perimeter.
Anytime the NO PRESS RULE is in effect, fast breaks are NOT allowed. No
Press � No Fast Break.
Situations when the NO PRESS RULE is in effect:
a.
12-point differential rule. When Team A has a twelve-point or more
lead on Team B, Team A must abide by the NO PRESS RULE. The referee must
inform the coach and the players of Team A that the no press rule is in
effect. ALL LEAGUES MUST ABIDE BY THE 12-POINT DIFFERENTIAL RULE.
b.
Boys 8/u and Girls 8/u: No press the entire game.
c.
Boys 10/u and Girls 10/u: No press until the last 3 minutes of 4th
period.
d.
Boys 12/u and Girls 12/u: No press until the 2nd half.
e.
Boys 14/u, 18/u and Girls 15/u: May press entire game

FAST BREAK � Fast breaks will not be allowed any time the no press rule is
in effect.
- A team with a 12 point
lead cannot fast break at any time during the 12 point lead.
-
No jewelry of any type, including earrings, shall be worn while engaged in
any basketball game. This includes pierced body part not covered by tape
or fabric and necklaces, watches, bracelets and or anklets.
-
The coach or a team representative is to provide the scorekeeper with the
first and last name and the number of each team member who may participate
and designate the five (5) starting players at least five (5) minutes
before the scheduled starting time of the game.
-
No player, parent or spectator is allowed, at any time, to converse (no
matter what manner) with any game official or staff member. Any parent or
spectator may fill out a comment form and set up a meeting with the
Collierville Athletic Director to discuss matter.
-
Coaches may request to converse with the officials during a timeout or
dead ball only. If a team is out of timeouts, the coach must wait until a
dead ball to request permission.

The Collierville Athletic Department and the Collierville Officials
Association will not tolerate any outburst (verbal or physical) from any
coach, player or spectator at any time during the game. Any physical or
verbal abuse by a coach or player will call for a technical foul and
possible ejection from the game and dismissal from the facility before
play can begin. Any coach or player faces further suspension from any
event on Town of Collierville facilities deemed worthy by the Collierville
Athletic Department.

Coaches are responsible for spectators, parents and players. Any coach
that is warned about verbal or physical abuse from spectators, parents and
players towards anyone has the opportunity to restore order. If
coach is unable to control situation, a technical foul will be given to
team. If situation continues, a second technical will occur and the Head
Coach is ejected from the game. However, the Head Coach may be given the
opportunity to request the Athletic Director or Athletic Assistant to
assist in controlling the situation. Any further matters will be handled
between the spectator, parent or player and the Collierville Athletic
Department.

A written Technical Foul Report will be completed for all Technical
Fouls. The report is essential in making decisions regarding suspensions;
officials must get exact names and numbers of all players involved.

Unsportsmanlike
Conduct Technical Fouls
(garner ejection from game, immediate dismissal from facility, additional
suspension from one game and possible additional suspension deemed by the
Collierville Athletic Department):

Profanity
�
Arguing/abusive language towards players, coaches, officials or staff

Dunking (basket does not count)
�
Refusal to obey or cooperate with coaches, the officials or a staff member

Department and could result in additional suspension
for period set forth by the CAD.

Tie-Breakers for the end of season league standings:
Two-Team-Tie
�
The win-loss results of the two team in head to head competition.
�
If a tie still exists, the win-loss record of the two tied teams versus the
number one team and
proceeding downward.
�
If tie still exists, the margin or victory between the two teams. No team
margin of victory may
exceed greater than 12 points.
�
If tie still exists, Co-Champions will be declared and coaches will draw for
tournament seeding.
Three or more Team Ties
�
The total win-loss record in all games among the tied teams.
�
If a multi-tie still exists, the win-loss record of the tied teams versus
the number one team and
proceeding downward.
�
If a multi-tie still exists, the margin of victory between each involved
team. No team margin of
victory may exceed greater than 15 points.
�
If a multi-tie still exists, Co-Champions will be declared and coaches will
draw for tournament
seeding.

All league champions will receive League Champion T-Shirts and Runner-ups
will receive individual trophy. Tournament champions and runner-ups will
receive individual medals.
SPECIAL GAME RULES

Boys 7 & 8 and Girls 7
& 8
�
The defense must remain behind the three pt. line until the ball crosses
half court the entire game. Once ball crosses half court, the defense
may approach the ball. No double teaming on the perimeter.
�
There are no three-point goals
�
There is
no three seconds in the lane.
�
Jump balls
to start the game. Possession arrow will take over after for all jump balls
and ball possession.
�
HALF TIME
RULE: Seven year olds (and younger) will get two free throw shots for
points. These point go toward the game score.
22. Boys 9 & 10 and Girls 9 & 10
�
The defense must remain behind the three pt. line until the ball crosses
half court. Once ball crosses half court, the defense may approach the
ball. No double teaming on the perimeter.

Teams may press when less than 3 minutes are remaining in the fourth
quarter. However, the twelve (12) point differential rule remains is in
effect.

second lane rule will extend to 5 seconds
